Customs rules, required documents, import taxes, prohibited items and practical tips for USA, Canada, Brazil, Mexico and Argentina.

Customs Basics

Essential documents and customs procedures

Before you ship, make sure you understand the four pillars of international customs compliance.

🧾
What is a Commercial Invoice?
A commercial invoice is the official transaction document between sender and recipient. Customs authorities use it to assess value and duties. It must include:
  • Full name and address of sender and recipient
  • Detailed description of each item (not "gift" or "samples")
  • HS tariff code for each product
  • Declared value per item and total in USD
  • Country of origin of the goods
  • Quantity, unit weight and total weight
  • Date and signature of the exporter
Provide at least 2 printed copies — one outside the parcel, one inside.
📋
What is a Packing List?
A packing list is a detailed inventory of parcel contents — without prices. Customs agents verify the contents match the declared goods. Include:
  • Item description (material, colour, model)
  • Quantity of each item
  • Net and gross weight per item
  • Package dimensions
  • Box or carton number
A typed packing list significantly reduces the risk of physical inspection.
📝
How to fill in a Customs Declaration
Postal parcels use CN22 (under 300 g / under $300) or CN23 (heavier/higher-value). Couriers use the commercial invoice instead. Key rules:
  • Select the correct category: gift, sale, sample, return
  • Never write "gift" on a commercial order — this is fraud
  • Declare actual fair market value, not cost price
  • Print clearly — handwritten smudges cause delays
  • For food items, include full ingredient list and country of origin
  • Include recipient phone number for delivery notification
🚨
What if a parcel is stopped at customs?
The recipient is notified by mail, email or SMS. Common reasons:
  • Missing documents — customs requests docs within 5–15 days
  • Undervaluation or mismatch — customs reassesses and charges duties
  • Prohibited item — returned to sender or destroyed
  • Random inspection — opened, verified, released in 1–3 days
  • Duty payment required — recipient pays before release
Keep proof of purchase and tracking number. Respond immediately — unclaimed parcels are destroyed after 30 days in most countries.
Americas

Customs rules by country

The Americas have highly varied customs environments — from the straightforward US de minimis system to Brazil's notoriously complex import taxes.

🇺🇸United States
📄
Required documents
Commercial invoice, packing list. For commercial shipments above $2,500, an Electronic Export Information (EEI) filing via AES is required on the Cambodia side.
⚖️
Customs limits
De minimis threshold: USD $800. All packages below $800 enter duty-free. Above $800, full CBP (US Customs & Border Protection) procedures apply.
🚫
Prohibited items
Narcotics, weapons without federal permit, counterfeit goods, certain food products without FDA clearance, live plants without USDA permit, Cuban cigars (still restricted).
💰
Import taxes
No federal sales tax on imports. Customs duty varies by HS code: 0–37.5%. Textiles, footwear, and ceramics typically attract 10–20%.
💡 Pro tip: The CBP tracks HS codes closely. Declaring "miscellaneous goods" without a proper code is a red flag — use the correct 6-digit HS code to avoid holds.
🇨🇦Canada
📄
Required documents
Commercial invoice, packing list. Commercial shipments above CAD 3,300 require a B3-3 Customs Coding Form. CFIA permit required for food items.
⚖️
Customs limits
Gifts: CAD 60 duty-free. Personal shipments: CAD 20 de minimis. Commercial threshold: CAD 150 (low-value shipment). Above CAD 3,300: formal entry required.
🚫
Prohibited items
Narcotics, weapons, counterfeit goods, certain food without CFIA certification (dairy, fresh fruit, vegetables), items that violate Canadian copyright law.
💰
Import taxes
GST 5% + provincial HST (13% in Ontario, 15% in Atlantic provinces). Customs duty 0–18% depending on product and HS code.
💡 Pro tip: Canada has strict bilingual labelling requirements for commercial goods — products sold in Canada must carry English and French labels. Pre-label items before shipping if the recipient plans to resell.
🇧🇷Brazil
📄
Required documents
Commercial invoice (in Portuguese or with Portuguese translation), packing list, declaration of contents. CPF (individual tax ID) or CNPJ (company tax ID) of the Brazilian recipient is mandatory on all shipments.
⚖️
Customs limits
Gifts from individual to individual: USD 50 duty-free. Personal imports: USD 50 threshold; above USD 50 a flat 60% import tax applies. Above USD 3,000: formal clearance required.
🚫
Prohibited items
Weapons, narcotics, counterfeit goods, used electronics without ANATEL certification, certain agricultural products without MAPA clearance.
💰
Import taxes
60% flat import tax (Imposto de Importação) on the declared value + ICMS state tax (typically 17–25%) + additional federal taxes. Total effective rate easily exceeds 100% on dutiable goods.
💡 Pro tip: For personal gifts, keep declared value at or below USD 50 and clearly label "GIFT — PERSONAL USE" — this is the only reliable way to avoid Brazil's punishing 60% flat tax.
🇲🇽Mexico
📄
Required documents
Commercial invoice, packing list. Recipient's RFC (Registro Federal de Contribuyentes) required for commercial imports. Personal shipments via courier need recipient ID details.
⚖️
Customs limits
USD 300 for personal-use shipments via courier: duty-free. Personal imports via postal service up to USD 50: free. Above USD 300: full Mexican customs duties apply.
🚫
Prohibited items
Weapons, narcotics, counterfeit goods, certain food without SENASICA certification, used clothing and vehicles, certain pharmaceutical products without prior authorisation.
💰
Import taxes
General import duty 0–35%. VAT 16% on all imports. IEPS excise tax applies to specific categories. Total effective rate varies widely: textiles 20–30%, electronics 0–10%.
💡 Pro tip: Mexican customs at AICM Airport (Mexico City) handles high volumes and can be slow via postal routes. DHL Express or FedEx using their own customs clearance is significantly faster.
🇦🇷Argentina
📄
Required documents
Commercial invoice, packing list, postal customs form (CP72). For commercial imports: AFIP import registration and Declaración Jurada de Importación (DJAI) may be required.
⚖️
Customs limits
USD 25 per gift parcel from individual to individual: duty-free (very low). Above USD 25: standard duties apply. Annual personal import quota of USD 1,500 applies in some categories.
🚫
Prohibited items
Weapons, narcotics, certain food and agricultural products without SENASA clearance, used clothing (restricted), counterfeit goods, certain electronics without AFIP authorisation.
💰
Import taxes
Customs duty 20–35%. Statistical tax 3%. VAT 21%. Total effective rate can exceed 80% on many goods. Currency controls add further complexity.
💡 Pro tip: Argentina's import environment is one of the most restrictive in Latin America. Currency controls and quota systems apply — commercial shipments often face months-long clearance delays. Use a local freight forwarder for anything above personal-gift value.
