Customs Guide — Shipping from Cambodia to Africa

Customs rules, required documents, import taxes, prohibited items and practical tips for Morocco, Senegal, Nigeria, Ivory Coast and Cameroon.

Customs Basics

Essential documents and customs procedures

Before you ship, make sure you understand the four pillars of international customs compliance.

🧾
What is a Commercial Invoice?
A commercial invoice is the official transaction document between sender and recipient. Customs authorities use it to assess value and duties. It must include:
  • Full name and address of sender and recipient
  • Detailed description of each item (not "gift" or "samples")
  • HS tariff code for each product
  • Declared value per item and total in USD
  • Country of origin of the goods
  • Quantity, unit weight and total weight
  • Date and signature of the exporter
Provide at least 2 printed copies — one outside the parcel, one inside.
📋
What is a Packing List?
A packing list is a detailed inventory of parcel contents — without prices. Customs agents verify the contents match the declared goods. Include:
  • Item description (material, colour, model)
  • Quantity of each item
  • Net and gross weight per item
  • Package dimensions
  • Box or carton number
A typed packing list significantly reduces the risk of physical inspection.
📝
How to fill in a Customs Declaration
Postal parcels use CN22 (under 300 g / under $300) or CN23 (heavier/higher-value). Couriers use the commercial invoice instead. Key rules:
  • Select the correct category: gift, sale, sample, return
  • Never write "gift" on a commercial order — this is fraud
  • Declare actual fair market value, not cost price
  • Print clearly — handwritten smudges cause delays
  • For food items, include full ingredient list and country of origin
  • Include recipient phone number for delivery notification
🚨
What if a parcel is stopped at customs?
The recipient is notified by mail, email or SMS. Common reasons:
  • Missing documents — customs requests docs within 5–15 days
  • Undervaluation or mismatch — customs reassesses and charges duties
  • Prohibited item — returned to sender or destroyed
  • Random inspection — opened, verified, released in 1–3 days
  • Duty payment required — recipient pays before release
Keep proof of purchase and tracking number. Respond immediately — unclaimed parcels are destroyed after 30 days in most countries.
Africa

Customs rules by country

African customs environments vary significantly. Morocco has high tariff rates; West African countries use the ECOWAS Common External Tariff; Central Africa uses the CEMAC framework. Budget for longer clearance times across the continent.

🇲🇦Morocco
📄
Required documents
Commercial invoice, packing list, customs declaration (DAU — Document Administratif Unique), certificate of origin. Import authorisation required for restricted goods.
⚖️
Customs limits
Personal effects and gifts under MAD 1,250 (~USD 125): reduced formalities. Above this threshold, full customs procedures apply. Moroccan customs often reclassify personal shipments as commercial if quantities seem excessive.
🚫
Prohibited items
Narcotics, weapons, pork products, alcohol without ONSSA authorisation, goods for commercial resale without import licence, publications deemed contrary to public order or Islamic values.
💰
Import taxes
Customs duty 2.5–40% (one of the highest in the region for certain categories). VAT 20%. Parafiscal levy (TIC) applies to some goods. Total tax burden can exceed 60% on textiles.
💡 Pro tip: Include a brief handwritten letter in French explaining the personal nature of the shipment — Moroccan customs officers frequently use judgment on borderline personal vs. commercial shipments, and a personal note often helps.
🇸🇳Senegal
📄
Required documents
Commercial invoice, packing list, customs declaration form. For formal commercial imports, the DGI (Direction Générale des Impôts) requires a unique identification number from the importer. Certificate of origin needed for ECOWAS tariff benefits.
⚖️
Customs limits
Personal gifts under XOF 50,000 (~USD 85): low scrutiny, simplified process. Above this threshold, standard ECOWAS customs procedures apply. Dakar port is the main entry point — expect 1–2 weeks processing time.
🚫
Prohibited items
Weapons, narcotics, counterfeit goods, used electronics without certification, certain food products without health certificates from the Senegalese food safety authority (DQHC).
💰
Import taxes
ECOWAS CET (Common External Tariff): 5–20% depending on category. VAT 18%. Additional statistical levy (Redevance Statistique) 1%. Total effective rate often 25–40% for non-essential goods.
💡 Pro tip: Delivery times to Senegal are often 3–5 weeks via economy routes. Use DHL Express or EMS for faster customs clearance through Dakar Yoff Airport — air freight clears significantly faster than sea cargo.
🇳🇬Nigeria
📄
Required documents
Commercial invoice, packing list. Commercial imports require a Form M (pre-shipment approval from a Nigerian bank). NAFDAC registration certificate required for food, cosmetics, and pharmaceutical products.
⚖️
Customs limits
Personal gifts under NGN 50,000 (~USD 33): simplified documentation. All commercial imports require full NCS (Nigeria Customs Service) clearance regardless of value. Consignees must have a TIN (Tax Identification Number).
🚫
Prohibited items
Weapons, narcotics, used clothing ("bend-down boutique" banned), frozen poultry and pork products, all vegetable oils in consumer packs, counterfeit goods, pirated software and media.
💰
Import taxes
Import duty 5–35% (varies widely by category). VAT 7.5%. ECOWAS levy 0.5%. Surcharge 7% on some categories. Total effective tax rate can exceed 50% for luxury goods and textiles.
💡 Pro tip: Nigeria bans many food imports — check the NCS prohibited items list before shipping anything food-related. Use a licensed customs clearing agent for commercial shipments; self-clearing leads to extended delays at Lagos or Abuja.
🇨🇮Ivory Coast
📄
Required documents
Commercial invoice, packing list, customs declaration (DAU). Certificate of origin required. Import permits required for certain goods. Importer must have a Carte de Contribuable (taxpayer ID).
⚖️
Customs limits
Personal gifts under XOF 100,000 (~USD 165): simplified treatment. Commercial imports fully dutiable from the first franc. Abidjan Port and Abidjan Airport Felix Houphouet-Boigny are the main entry points.
🚫
Prohibited items
Weapons, narcotics, counterfeit goods, certain food without certification from the Ivory Coast food safety body (LANEMA), used vehicles more than 5 years old.
💰
Import taxes
Customs duty 5–20% (ECOWAS CET). VAT 18%. Statistical levy 1%. Community solidarity levy 0.5%. Total effective rate typically 25–40%.
💡 Pro tip: Abidjan is West Africa's main logistics hub — parcels transiting through can take 2–4 weeks. DHL Express direct to Abidjan is the most reliable option for time-sensitive shipments from Cambodia.
🇨🇲Cameroon
📄
Required documents
Commercial invoice, packing list, customs declaration. Commercial imports above USD 2,000 require a BIVAC (Bureau Veritas) pre-shipment inspection certificate. Certificate of origin required.
⚖️
Customs limits
Personal gifts under XAF 100,000 (~USD 165): simplified treatment. Commercial imports require BIVAC inspection certificate for goods above USD 2,000. Douala Port is the primary entry point.
🚫
Prohibited items
Weapons, narcotics, counterfeit goods, certain food without health certificates from Cameroonian authorities (MINSANTE), used vehicles over 5 years old.
💰
Import taxes
Customs duty 5–30% (CEMAC CET). VAT 19.25%. Additional community taxes apply. Total effective rate can exceed 50% on some categories.
💡 Pro tip: Cameroon's customs clearance through Douala Port can be slow — budget 2–4 weeks. The BIVAC pre-shipment inspection requirement for commercial goods above USD 2,000 adds complexity; engage a local freight forwarder familiar with Cameroon customs procedures.
