Customs rules, required documents, import taxes, prohibited items and practical tips for UAE, Israel, Saudi Arabia and Qatar.
Customs Basics
Essential documents and customs procedures
Before you ship, make sure you understand the four pillars of international customs compliance.
🧾
What is a Commercial Invoice?
A commercial invoice is the official transaction document between sender and recipient. Customs authorities use it to assess value and duties. It must include:
- Full name and address of sender and recipient
- Detailed description of each item (not "gift" or "samples")
- HS tariff code for each product
- Declared value per item and total in USD
- Country of origin of the goods
- Quantity, unit weight and total weight
- Date and signature of the exporter
📋
What is a Packing List?
A packing list is a detailed inventory of parcel contents — without prices. Customs agents verify the contents match the declared goods. Include:
- Item description (material, colour, model)
- Quantity of each item
- Net and gross weight per item
- Package dimensions
- Box or carton number
📝
How to fill in a Customs Declaration
Postal parcels use CN22 (under 300 g / under $300) or CN23 (heavier/higher-value). Couriers use the commercial invoice instead. Key rules:
- Select the correct category: gift, sale, sample, return
- Never write "gift" on a commercial order — this is fraud
- Declare actual fair market value, not cost price
- Print clearly — handwritten smudges cause delays
- For food items, include full ingredient list and country of origin
- Include recipient phone number for delivery notification
🚨
What if a parcel is stopped at customs?
The recipient is notified by mail, email or SMS. Common reasons:
- Missing documents — customs requests docs within 5–15 days
- Undervaluation or mismatch — customs reassesses and charges duties
- Prohibited item — returned to sender or destroyed
- Random inspection — opened, verified, released in 1–3 days
- Duty payment required — recipient pays before release

Middle East
Customs rules by country
Middle Eastern customs authorities pay close attention to product ingredients, religious compliance (Halal certification, pork derivatives), and security screening. Always check product composition before shipping.
🇦🇪UAE
📄
Required documents
Commercial invoice, packing list, certificate of origin for goods subject to preferential rates. Some products require import permit from UAE Ministry of Economy or relevant authority.
⚖️
Customs limits
Personal gifts: AED 300 (~USD 82) duty-free threshold. All commercial goods are fully dutiable from the first dirham. Strict enforcement — no grey area for "commercial looking" personal shipments.
🚫
Prohibited items
Pork products and pork-derived ingredients, alcohol without authorisation, narcotics, gambling devices, items deemed blasphemous or offensive to Islam, counterfeit goods, Israeli-origin goods (GCC policy), certain medications.
💰
Import taxes
VAT 5% on most goods. Customs duty 5% (GCC Common External Tariff) on most imports. Excise tax applies to tobacco (100%) and energy drinks (50%).
💡 Pro tip: Check cosmetics and food labels carefully for pork-derived ingredients (gelatin, lard, carmine). UAE customs will confiscate products even if pork is listed as a minor ingredient. Declare ingredients explicitly on the commercial invoice.
🇮🇱Israel
📄
Required documents
Commercial invoice, packing list, customs declaration. Recipient's Israeli ID or passport number required on the form. Some restricted items require an import permit from the Ministry of Economy.
⚖️
Customs limits
Gifts up to USD 75 (~ILS 275): duty-free with simplified process. Gifts above USD 75: standard customs duties apply. All items subject to mandatory security screening.
🚫
Prohibited items
Pork and pork derivatives, weapons, narcotics, items with Arabic content deemed offensive, certain electronic devices without Israeli Standards Institute (ISI) approval. Kosher certification affects some food items.
💰
Import taxes
VAT 17% on all dutiable goods. Customs duty varies: 0–30%, with clothing and textiles at 12%, electronics at 0–8%, food at 10–15%.
💡 Pro tip: Israel Post performs security X-ray scans on all international parcels. Pack items loosely and avoid dense stacking — packages that are difficult to X-ray are physically opened, adding several days to delivery.
🇸🇦Saudi Arabia
📄
Required documents
Commercial invoice, packing list, certificate of origin. Some goods require Saudi Standards, Metrology and Quality Organization (SASO) certification (SALEEM programme). Halal certificates mandatory for all food products.
⚖️
Customs limits
SAR 1,000 (~USD 267): personal gifts under this value enter with minimal documentation. Commercial goods fully dutiable from the first riyal.
🚫
Prohibited items
Pork and pork derivatives, alcohol, narcotics, weapons, items contrary to Islamic values (religious items of other faiths in large quantities, some publications), Israeli-origin goods (GCC policy), counterfeit goods.
💰
Import taxes
VAT 15% (raised from 5% in 2020). Customs duty 5% (GCC CET) for most goods. Selective tax applies to tobacco (100%) and energy drinks (100%).
💡 Pro tip: Saudi Arabia has strict content screening for cultural items. Books, DVDs, and printed material can be confiscated if deemed contrary to Islamic values. For food shipments, Halal certification from an accredited body is mandatory — there is no exception.
🇶🇦Qatar
📄
Required documents
Commercial invoice, packing list, certificate of origin. Some products require Qatar General Organization for Standards and Metrology (QOSM) approval. Food items require Halal certificate from an accredited certifying body.
⚖️
Customs limits
QAR 1,000 (~USD 275) personal gifts threshold: minimal duties. Commercial imports: fully dutiable regardless of value. Qatar Customs processes shipments primarily through Hamad International Airport and Hamad Port.
🚫
Prohibited items
Pork products, alcohol without authorisation, narcotics, weapons, counterfeit goods, Israeli-origin goods, materials contrary to Islamic values.
💰
Import taxes
VAT not yet fully implemented in Qatar (GCC VAT framework still being rolled out). Customs duty 5% GCC CET on most goods. Excise tax on tobacco (100%) and carbonated drinks (50%).
💡 Pro tip: Qatar's customs process was modernised for the 2022 FIFA World Cup — Hamad International Airport has one of the most advanced clearance systems in the region. Well-documented parcels typically clear in 1–2 business days.
